The Central Bureau of Investigation (CBI), which is also investigating the high-profile rape and murder case of a doctor at the same hospital, brought charges of corruption and misuse of funds against Dr. Ghosh. During a special hearing at the Alipore court, the CBI detailed that Ghosh had not only manipulated the recruitment process but had also engaged in awarding fraudulent contracts at the hospital.
The investigation revealed that Dr. Ghosh had deliberately bypassed standard protocols in the hiring process, particularly for the appointment of house staff in 2022 and 2023. The CBI stated that the signatures of committee members were missing from key recruitment documents, raising concerns over the legality of the appointments. Instead of adhering to transparent recruitment processes, Ghosh reportedly appointed individuals without following the prescribed norms, thus compromising the integrity of the medical staff selection.
The irregularities extended beyond staff appointments. Dr. Ghosh was also accused of awarding tenders and contracts to his close associates, notably Biplab Singh and Suman Hazra. Biplab Singh, who is the owner of Ma Tara Traders, had known Ghosh since his tenure at Murshidabad Medical College. The CBI's investigation found that Singh, with the help of Ghosh, repeatedly secured tenders under different aliases and through his family members' companies. This close nexus between Ghosh and Singh allowed the latter to monopolize contracts, undermining fair competition and violating tender rules.
The investigation also implicated Ghosh's personal assistant, SK Afsar Ali, in the scandal. According to the CBI, Ali managed several of Ghosh's activities and helped facilitate various financial irregularities. Ali’s wife, Nargis Khanum, allegedly received a contract to operate Eshan Café, located within the hospital premises, without going through a proper bidding process. This preferential treatment further exemplified the extent of corruption and favoritism under Ghosh's administration.
One of the most serious allegations against Dr. Ghosh is the misappropriation of academic and institutional funds. The CBI’s investigation uncovered that Ghosh siphoned funds meant for academic purposes, diverting them to contractors who were close to him, thus enabling financial gains for his associates. These revelations were based on evidence seized during raids conducted by the CBI on August 25, which included incriminating documents highlighting a clear pattern of financial misconduct.
The CBI added sections 120B (criminal conspiracy), 420 (cheating), 467 (forgery), and 409 (criminal breach of trust) to the charges filed against Ghosh. These charges stemmed from preliminary scrutiny, which revealed a deeper nexus of corruption between Ghosh and the co-accused, raising further questions about the transparency and ethics at RG Kar Medical College under his leadership.
As the investigation progresses, the CBI is continuing to scrutinize the extent of Dr. Ghosh's involvement in various corrupt activities. The agency is examining whether further individuals or companies were complicit in the misconduct at RG Kar Medical College. The case has attracted significant attention due to the high-profile nature of the institution and the serious implications for public trust in medical governance. With new evidence being collected, the investigation is expected to unveil more details in the coming days.
