During a recent session of the Victorian Parliament’s Public Accounts and Estimates Committee (PAEC), Department Secretary Euan Wallace was questioned about the state of health funding and the recent emergency bailout of $1.5 billion provided by the Allan Labor Government. While he denied that Victoria's health services were facing an imminent financial crisis, Wallace was unable to provide clarity on the allocation of the substantial bailout funds.

Compounding uncertainty, the Department of Health did not adequately justify the integration of Koo Wee Rup Hospital into Bayside Health or the merging of the Royal Children’s Hospital pathology unit with the Royal Melbourne Hospital. These decisions have raised eyebrows among health professionals and the public, particularly given that the health services are currently reporting a staggering deficit exceeding $1 billion. It is alarming to note that 36 health services, which includes the prominent Peter MacCallum Cancer Centre, are operating with less than 14 days of cash reserves throughout the fiscal year of 2023-24.

This financial turmoil appears to be a direct result of the Labor Government's approach to health funding, which critics argue has neglected the critical financial support necessary for maintaining service levels. Since 2021, the Department of Health has struggled with its payment processes, managing to pay less than half of the invoices below the $3 million threshold within the stipulated 10-day timeframe.

Shadow Minister for Health Georgie Crozier expressed her concerns regarding the situation, stating, “The Allan Labor Government is obscuring budget cuts, hospital closures, and the amalgamation of services with bureaucratic red tape. After being compelled to implement a $1.5 billion rescue of Victoria’s health services, the government is regrettably unable to clarify where the taxpayer funds have been allocated.”

She further criticized the government’s management of health finances, asserting that the Labor Government’s inability to oversee the budget properly means that Victorians are ultimately facing the consequences of these fiscal missteps. The uncertainty around the future structure and funding of Victoria's health services continues to worry many stakeholders, who are watching closely as the situation develops.

The ongoing financial issues and lack of transparency from the Department of Health indicate a crucial need for better oversight and management within Victoria's healthcare system.
