During the recent 21st ASEAN-India Summit, Prime Minister Narendra Modi highlighted the growing importance of the relationship between India and ASEAN nations. In his address, he described the 21st century as a defining era for both India and ASEAN, underscoring the necessity of their friendship at a time when various regions of the world are facing ongoing conflicts and increasing tensions.
Modi referred to ASEAN countries as neighboring partners within the Global South and emphasized their shared commitment to peace. He stated, "We are peace-loving nations and respect each other’s national integrity and sovereignty, and are committed to the bright future of the youth of the region."
The Prime Minister reflected on the Act East Policy, which he introduced a decade ago, stating that it has energized and directed the historic ties between India and ASEAN. He noted the policy's role in doubling India's trade with ASEAN nations, which has now surpassed USD 130 billion.
Modi also touched upon the Indo-Pacific Oceans Initiatives, introduced in 2019, highlighting their importance in regional security. He informed the audience about the commencement of maritime exercises aimed at ensuring stability and security in the region.
During the summit, Modi announced a comprehensive ten-point action plan designed to fortify ties with ASEAN nations. This plan includes provisions for joint activities to celebrate 2025 as the 'ASEAN-India Year of Tourism', with India committing to provide $5 million for this purpose.
Among the initiatives outlined, Modi mentioned several people-centric activities to celebrate a decade of the Act East Policy. These activities include organizing a Youth Summit, Start-up Festival, Hackathon, Music Festival, ASEAN-India Network of Think Tanks, and the Delhi Dialogue. The Prime Minister emphasized the importance of engaging youth and fostering innovation in the region.
Modi further declared plans to double scholarships for students at Nalanda University and introduce new scholarships for ASEAN students at Agricultural Universities across India. This commitment is aimed at promoting educational exchange and collaboration between India and ASEAN nations.
In addition to educational initiatives, the Prime Minister announced the establishment of regular mechanisms for ASEAN-India Cyber Policy Dialogue to bolster digital and cyber resilience, reflecting the growing importance of technology in international relations.
Another notable aspect of the action plan is the focus on enhancing disaster resilience, with India pledging USD 5 million for related initiatives. Modi also announced the initiation of a Health Ministers’ track towards building health resilience in the region, recognizing the interlinked challenges that health and safety pose.
Highlighting environmental concerns, Modi invited ASEAN leaders to participate in the 'Plant a Tree for Mother' campaign, aimed at building climate resilience. This initiative reflects a broader commitment to sustainable development and environmental care.

As global challenges persist, the emphasis on cooperation and mutual respect between these nations becomes increasingly essential.
